Bangladesh Local Governance Assessment
Background:
SoCha, LLC is preparing a proposal submission for a Local Governance in Bangladesh, which is being offered to a limited set of holders of the USAID/Regional Development Mission for Asia (RDMA) Program Cycle Monitoring, Evaluation, And Learning (PCMEL) Support Activity IDIQ. The purpose of this Local Governance Assessment is to provide USAID/Bangladesh with a comprehensive understanding of opportunities, lessons learned, and challenges in local governance. Local governance includes the institutions of elected local government, to be sure, but also central government, a range of non-elected organizations of the state (at both central and local levels) as well as institutional and individual actors from outside the formal political arena, such as voluntary organizations, private businesses and corporations, the mass media.
The Assessment should analyze and summarize the current state of local governance in Bangladesh, the related policy framework, and where institutions of elected Local Government (LGI) are most (and least) functional. This assessment should examine the role citizens play in their local government, with an eye towards accountability and transparency LGIs. To help inform USAID strategy and future activity designs, the assessment team should also review outcomes of past and current development program efforts to improve local governance, map where current efforts and opportunities are, and make recommendations on possible areas of interventions for potential USAID engagement in the sector.
Scope of Work:
To support the work of the project, SoCha seeks an experienced international expert to serve as Team Leader. The Team Leader will be responsible for the management of the entire evaluation and technical management of the evaluation team. Responsibilities include:

Serve as the chief technical advisor and subject matter expert for the assessment efforts

Design and implement appropriate assessment methodologies

Ensure the quality, accuracy, and rigor of the assessment process

Manage and coordinate the assessment team’s activities and tasks

Ensure timely delivery of evaluation deliverables and reports
The tasks outlined above are indicative, but not exhaustive for the role and other tasks may be assigned by the Project Lead or their designee.
This contract is expected to require up to 41 days of effort over the course of up to six months.
Minimum qualifications and experience:

Advanced degree in a relevant field such as monitoring and evaluation, public policy, social science, or international affairs.

8+ years of relevant experience

Demonstrated professional experience designing/leading Local Government Programs and assessments in developing countries.

Experience in designing strategic responses to Local Government in developing countries is required.

Familiarity with South Asia local government systems, especially those of Bangladesh preferred.

Exceptional written and verbal communication skills in English.

Ability to produce highly quality evaluation reports in English is essential.

High level of tact, communication, and intercultural skills are also essential.
Location:
Bangladesh, with some remote work.
