Senior Monitoring, Evaluation, and Learning Specialist – DCCP-P



SoCha is supporting the implementation of the USAID/Philippine’s Digital Connectivity and Cybersecurity Partnership (DCCP) – Pacific Activity with a consortium of partners. The DCCP-Pacific Activity is a five-year effort to increase digital access and connectivity, improve efficient delivery, and improve the use of digital services throughout 12 Pacific Island Countries. The Activity is based in Suva, Fiji, and is committed to advancing demand-driven, equitable, local solutions to digital connectivity and cybersecurity in 12 Pacific Island Countries – the Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Papua New Guinea (PNG), Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. 

DCCP-Pacific has four primary objectives: (1) improve broadband access; (2) strengthen digital policy and regulations; (3) advance digital government; and (4) enhance digital skills and literacy.


Scope of Work

SoCha is seeking a Senior MEL Specialist for the DCCP-P Activity. The Senior MEL Specialist will report to the Chief of Party (COP) to oversee DCCP-Pacific’s MEL functions.  The Senior MEL Specialist will ensure the success of DCCP-Pacific’s data management, internal learning, and reporting functions to USAID/Philippines.
