Background
SLM is preparing a proposal in response to UNOPS's Request for Proposals for Third-Party Monitoring Agent (TPMA) to conduct independent field monitoring of projects implemented by UNOPS's partners across Myanmar. The TPMA is needed to bridge this gap by providing independent oversight, verifying project results, and ensuring quality and accountability. The work will involve a mix of quantitative and qualitative methods, such as direct observation, focus group discussions, and key informant interviews.
Position Summary
The Team Leader will have overall responsibility for the successful execution of the Third-Party Monitoring contract. This role involves providing comprehensive supervision, coordination, and quality control for a complex, multi-location monitoring project. The Team Leader will serve as the primary point of contact for UNOPS and other key stakeholders, ensuring that all project deliverables are of high quality and submitted on time. This position requires a Myanmar national, as all leadership roles must be filled by nationals.
Key Responsibilities
- Provide overall supervision, strategic direction, and quality control for all monitoring activities.
- Act as the primary liaison with UNOPS, donors, and other stakeholders.
- Lead and manage a team.
- Oversee the recruitment, training, management, and supervision of the entire field monitoring team.
- Ensure the development and submission of high-quality project deliverables, including the Inception Report, Quarterly Work Plans, and Quarterly Reports.
- Lead the development and ongoing updates of the project's risk assessment and mitigation plan, with a focus on team safety and security.
- Ensure all team members adhere to a strict code of conduct, data confidentiality protocols, and ethical guidelines, including the principle of informed consent.
Required Qualifications and Experience
- Education: Master's degree in a relevant field is required (e.g., development, social science, engineering, or other technical field).
- Experience:
- Minimum of 7 years of of progressive experience in team leadership and managing large contracts.
- Substantial experience in Monitoring and Evaluation (M&E), data analysis, and reporting, preferably within the community development, livelihoods, basic infrastructure, or health sector in Myanmar.
- Skills:
- Excellent written and verbal communication skills in English.
- Demonstrated ability to effectively coordinate and liaise with multiple stakeholders.
