Background

SoCha is preparing a proposal in response to a solicitation released by UNDP, to provide independent third-party verification and monitoring services, data collection and analysis, to carry out timely, targeted and detailed monitoring, evaluation and reporting on UNDP interventions and those implemented by its partners, in the 14 governorates in Syria. To support this Third-Party Monitoring (TPM) effort, SoCha is seeking to recruit a Quality Assurance Officer.


Period of Performance

The contract is expected to commence on July 1, 2025, with a planned duration of one year.


Scope of Work

  1. Oversee the quality assurance of all monitoring and evaluation deliverables, ensuring consistency with UNDP standards.
  2. Review and validate all data collection tools and methodologies developed for field monitoring activities.
  3. Ensure technical soundness, accuracy, and clarity of all reports prior to submission, including performance tracking, trend analysis, and impact monitoring reports.
  4. Support the Team Leader in supervising the field monitors and data analysts to ensure adherence to quality benchmarks.
  5. Contribute to the development and implementation of internal quality control processes, feedback loops, and continuous improvement mechanisms.
  6. Coordinate with the M&E team to incorporate feedback and ensure quality improvements across all reporting outputs.
  7. Provide guidance and capacity support to field staff and other team members on best practices in data validation, verification, and reporting.
  8. Ensure that all outputs are gender-sensitive, inclusive, and based on verifiable and disaggregated data.


Minimum Qualifications and Experience

  1. Postgraduate degree in international development or a related social science field.
  2. Minimum of 5 years of experience in quality management, including monitoring, quantitative and qualitative surveys, evaluation, and report writing.
  3. At least 2 years of regional or international experience in a similar role.
  4. Expertise in statistical analysis.
  5. Experience in working with Internally Displaced Persons (IDPs), women, and vulnerable populations, familiarity with the key issues in each governorate.
  6. Be willing and able to travel to project sites in all governorates as needed.
  7. Display professionalism, respect, cultural and gender sensitivity while engaging with national and local counterparts.
  8. Ability to produce technically sound, well-written reports in English.
  9. Fluency in both Arabic and English (spoken and written).
