Program Analyst - Foreign Humanitarian Assistance (FHA) Program
Overview
We are seeking a detail‐oriented and analytical Program Analyst to support the NORAD and USNORTHCOM J49 Foreign Humanitarian Assistance (FHA) Program. In this role, you will leverage your data analysis and reporting skills to support the assessment, monitoring, and evaluation (AM&E) of the program. The position is contingent upon contract award.
Key responsibilities
• Provide analytical support for the assessment, monitoring, and evaluation of the FHA Program by collecting, synthesizing, and interpreting performance data, and assist in developing initiatives aligned with the campaign plan and N&NC Strategy.
• Assist in the development, coordination, and review of Initiative Design Documents (IDDs) by analyzing program data, tracking project progress, and ensuring the nomination and planning of FHA projects within OHASIS.
• Develop comprehensive documents detailing program initiatives—including strategic linkages, problem statements, initiative objectives, and logic frameworks measuring success—in coordination with subject matter experts and key stakeholders.
• Support Country Program Monitoring (CPM) by compiling, evaluating, and reporting on performance data from partner nations (including Mexico and The Bahamas), and by employing innovative methods for output/outcome monitoring and data inclusion in OHASIS.
• Prepare analytical reports, executive summaries, and briefing materials to inform strategic decision-making by program leadership.
• Maintain and update program records in key databases (OHASIS, SOCIUM, DTS, APACS) to ensure data accuracy and regulatory compliance.
• Ensure timely notification, coordination, and confirmation through the Offices for Defense Coordination/Cooperation to embassies and consulates regarding engagements and the presence of project participants in country.
• Collaborate with cross-functional teams—including Program Managers, international partners, and U.S. government agencies—to enhance program performance, support operational objectives, and contribute to security cooperation efforts.
Qualifications & Experience
• Bachelor’s or Master’s degree in Data Analytics, International Relations, Public Administration, or a related field.
• Minimum of 3–5 years of experience in program analysis, data analytics, or a similar role, ideally within an international humanitarian assistance or government contracting environment.
• Strong analytical and quantitative skills with demonstrated expertise in data collection, statistical analysis, and reporting.
• Familiarity with program support systems and databases such as OHASIS, SOCIUM, DTS, and APACS is highly desirable.
• Excellent written and verbal communication skills in English; proficiency in Spanish is a plus.
• Proven ability to collaborate effectively with diverse stakeholders and to present complex information in a clear, concise manner.
• Prior experience supporting the NORAD and USNORTHCOM J49 FHA Program would be an asset.
Security Requirements
• U.S. citizenship required.
• Active SECRET security clearance required prior to start.

• Regular international travel required, with flexibility for short-notice assignments during crisis or contingency operations
