Background
SLM is preparing a proposal in response to UNOPS's Request for Proposals for Third-Party Monitoring Agent (TPMA) services in Myanmar for the Health Assistance and Nutrition Support (HANS) Project. The project aims to improve the health status of vulnerable and conflict-affected populations, with a particular emphasis on women and children. The services include monitoring the provision of health care services (maternal, newborn, and child health, and child nutrition), emergency referral services, community engagement, health education, and essential health care services for vulnerable and displaced persons.
The TPMA will conduct regular site visits, verify implementing partner reports , and assess compliance with environmental and social safeguards (including medical waste management , OHS, LMP, GRM ), and ensure adherence to Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) and Gender-Based Violence (GBV) standards.
Position Summary
The PSEAH Expert is a specialized role focused on ensuring the TPMA's adherence to the highest standards of conduct regarding Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) and Gender-Based Violence (GBV). This expert will be responsible for assessing implementing partners' compliance with PSEAH/GBV requirements, overseeing relevant training, and ensuring that all project activities are conducted in a manner that protects vulnerable populations and upholds ethical principles.
Reports to: Team Leader
Key Responsibilities
- Evaluate the level of compliance by implementing partners with PSEAH and GBV requirements of the project.
- Observe the effectiveness of training and capacity-building activities related to PSEAH and GBV.
- Proactively identify any emerging PSEAH/GBV issues affecting the population or project implementation that require immediate attention.
- Contribute to monitoring reports with specific findings and recommendations related to PSEAH and GBV compliance.
- Ensure the TPMA's internal operations and all personnel adhere to ethical considerations and principles of safeguarding/PSEAH.
- Provide specialized input on ethical considerations for the Inception Report, including data confidentiality and privacy related to sensitive issues.
- Ensure immediate reporting to UNOPS of any violation of UNOPS and Partner Contract/GSA or Operational Guidelines, including in the area of PSEA.
Minimum Qualifications and Experience
- Education: University degree (Bachelor's or Master's) in Social Work, Gender Studies, Human Rights, International Law, Public Health, or a related field.
- Experience:
- Minimum of 5 years of specialized experience in PSEAH, GBV prevention and response, and/or child safeguarding, preferably within humanitarian or development contexts.
- Proven experience in assessing organizational compliance with safeguarding policies and conducting capacity-building initiatives on these topics.
- Familiarity with UN/international best practices and standards related to PSEAH and GBV.
- Experience in conducting field-based assessments and engaging with diverse stakeholders, including beneficiaries and community members, on sensitive topics.
- Strong understanding of victim-centered approaches and confidentiality principles.
- Language: Fluency in English (written and spoken) is required. Proficiency in relevant local Myanmar languages is highly desirable.
