MCC Data Quality Review Subject Matter Expert (Mid, Senior)
Overview
SoCha is a US-based analytical services firm that assesses international projects funded by the US Government. SoCha is bidding on a five-year opportunity to provide DQR services to MCC worldwide. MCC is a U.S. Government corporation whose mission is to provide assistance that supports economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
SoCha is seeking a highly qualified Data Quality Review Subject Matter Experts for an anticipated five-year opportunity to provide Data Quality Review services to the Millennium Challenge Corporation (MCC) worldwide.
Subject Matter Experts will provide sector-specific technical support for MCC Data Quality Reviews, Data Quality Assessments, Data Quality Improvement Plans, Data Quality Audits, desk reviews, learning products, and other technical directives. If SoCha is awarded the contract, selected experts may be offered short-term consulting agreements based on MCC’s needs, including sector, country, scope of work, language requirements, and availability.

Key Responsibilities
- Deliver one or more of the following tasks, as scoped by the Team Lead and MCC:
- Task 1: Orientation/kick off
- Task 2: Data Quality Review
- Task 3: Data Quality Improvement Plan
- Task 4: Implementation of Data Quality Improvement Plan (Inception)
- Task 5: Data Quality Improvement Plan (Material Development)
- Task 6: Implementation of Data Quality Improvement Plan
- Task 7: Data Quality Audit (Inception Report)
- Task 8: Data Quality Audit (Report)
- Provide sector-specific expertise for MCC Data Quality Reviews and related assignments, as scoped by the Team Lead and MCC.
- Review sector indicators, definitions, source documents, reporting processes, calculation methods, baselines, targets, and disaggregation requirements.
- Assess whether reported data accurately reflect sector realities and are consistent with indicator definitions and MCC reporting expectations.
- Identify sector-specific data quality risks, including weak administrative records, incomplete coverage, inconsistent measurement methods, poor source documentation, unreliable field reporting, weak geospatial evidence, or limited institutional capacity.
- Contribute to DQR methodologies, field tools, interview guides, data verification approaches, document review protocols, and sector-specific analytical frameworks.
- Participate in desk reviews, field verification, stakeholder interviews, data system assessments, workshops, and technical consultations.
- Draft or review sector-specific sections of DQR reports, data quality memos, findings matrices, recommendations, action plans, learning products, and presentations.
- Provide technical feedback on DQR reports, datasets, tools, and findings prepared by external contractors, MCA/Accountable Entity teams, or implementing partners.
- Recommend practical improvements to sector data systems, source documentation, quality controls, reporting templates, verification processes, and institutional workflows.
- Present findings, recommendations, action plans, and technical insights to MCC, MCA/Accountable Entity counterparts, implementing partners, government institutions, and other stakeholders.
- Support training and data quality improvement activities for sector ministries, utilities, regulators, implementing partners, MCA/AE teams, and data producers.
- Work collaboratively with the Team Lead, Senior DQR/M&E Specialists, Statisticians, Institutional Strengthening Experts, GIS/database specialists, local consultants, and other team members.
Required Qualifications
- Master’s degree or higher in a relevant field and at least 6 years of relevant professional experience; or Bachelor’s degree and at least 9 years of relevant professional experience.
- Minimum 5 years of experience in the relevant sector.
- Prior experience working on at least one MCC assignment, such as a DQR, evaluation, M&E assignment, compact/threshold program, or related technical assignment with a period of performance of 6 months or longer.
- Demonstrated experience with sector performance indicators, data systems, reporting standards, monitoring systems, and institutional arrangements.
- Experience supporting donor-funded programs, public-sector institutions, implementing partners, utilities, regulators, or sector ministries.
- Strong ability to assess data quality risks and translate sector knowledge into practical findings and recommendations.
- Excellent interpersonal, cross-cultural, communication, and stakeholder engagement skills.
- Strong writing and analytical skills.
Preferred Qualifications
- Direct experience conducting or contributing to MCC-style Data Quality Reviews, Data Quality Assessments, Data Quality Improvement Plans, Data Quality Audits, M&E system reviews, sector evaluations, data verification exercises, or performance audits.
- Familiarity with MCC common indicators, MCC M&E Plans, Indicator Tracking Tables, compact reporting requirements, and MCA/Accountable Entity operating environments.
- Experience working with government ministries, utilities, regulators, land agencies, transport authorities, education agencies, water utilities, agricultural institutions, or other relevant sector bodies.
- Professional proficiency in French and/or Spanish.
- Ability to support GIS, spatial analysis, infrastructure verification, or geospatial documentation where relevant.
- Experience working across Africa, Latin America, Eastern Europe, Asia, or other MCC operating regions.
Additional Requirements
- Consultants may be required to sign a nondisclosure agreement and conflict-of-interest disclosure.
- Availability for short-term, on-call assignments will be required.
- International travel may be required depending on the assignment.
- Selected experts may be requested to support SoCha’s proposal, including CV submission, commitment confirmation, and participation in clarification discussions if needed.
Compensation
Competitive salary and comprehensive benefits package.
Anticipated salary range is $60,000 to $150,000 contingent on contract award.
Location
Worldwide; remote support with possible short-term international travel to MCC partner countries.
Applicants do not have to be US citizens, but they must have prior experience working with MCC.
