We have successfully implemented multi-year MEL and Third-Party Monitoring (TPM) platforms across Africa and Asia for major international donors, using innovative data collection approaches, rigorous financial oversight, and operational efficiency to ensure program success. 


Background  

SoCha is preparing a proposal in response to a solicitation released by UNDP, to provide independent third-party verification and monitoring services, data collection and analysis, to carry out timely, targeted and detailed monitoring, evaluation and reporting on UNDP interventions and those implemented by its partners, in the 14 governorates in Syria. To support this TPM effort, SoCha is seeking to recruit qualified Field Monitors based in Syria. 


Period of Performance  

The contract is expected to commence on July 1, 2025, with a planned duration of one year


Scope of Work  

  1. Conducting field visits across all Syrian governorates where UNDP operates. 
  2. Collecting quantitative and qualitative data using various methods including: 

Surveys 

Exit interviews 

Focus Group Discussions (FGDs) 

Key Informant Interviews (KIIs) 

Videos and pictures 

  1. Participating as observers in selected project activities. 
  2. Obtaining feedback from beneficiaries and event participants. 
  3. Conduct performance tracking and reporting through the systematic collection and analysis of field-level data related to project activities. 
  4. Prepare trend analysis report on a quarterly basis for all activities monitored for common best practices, risks, challenges, bottlenecks, lessons learnt and performance issues. 
  5. Carry out impact monitoring for certain project interventions after completion to analyze whether the intended results materialized.  

 

Minimum Qualifications and Experience

  1. A bachelor’s degree in development studies or related social sciences.  
  2. Minimum of 3 years in similar roles, especially conducting field visits and collecting data. 
  3. Experience in collecting quantitative and qualitative data various methods.  
  4. Experience in working with Internally Displaced Persons (IDPs), women, and vulnerable populations, familiarity with the key issues in each governorate.  
  5. Be willing and able to travel to project sites in all governorates as needed.  
  6. Display professionalism, respect, cultural and gender sensitivity while engaging with national and local counterparts and UNDP. 
  7. Ability to produce technically sound, well-written reports in English.
  8. Fluent in both Arabic and English.
