Background

SoCha is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment the United States Government Department of State West Africa Regional Hub performance management of activities within its portfolio in Niger and Burkina Faso. 


Job Responsibilities

  1. Develop, code, and troubleshoot complex electronic data collection forms using ODK (Open Data Kit) and XLSForm standards.
  2. Lead the technical training of enumerators and field monitors on the use of digital tools, data entry protocols, and hardware troubleshooting.
  3. Consolidate and normalize raw field data from various sources into structured databases, ensuring consistency and accuracy across datasets.
  4. Manage the deployment, configuration, and maintenance of data collection applications and software updates on mobile devices (tablets/phones).
  5. Extract, clean, and process GIS coordinates and spatial data to support mapping and geospatial analysis of project activities.
  6. Generate automated data summaries, visualizations, and technical reports to provide timely insights into field monitoring progress.
  7. Perform regular quality assurance and data cleaning to identify and resolve logic errors, duplicates, or inconsistencies in the data stream.
  8. Provide remote and on-site technical support to field teams to resolve synchronization issues or hardware malfunctions during data collection exercises.


Required Qualifications (Mandatory)

  1. A Bachelor’s degree in Information Technology, Computer Science, Statistics, Geomatics, or a related technical discipline.
  2. A minimum of three years of professional experience specifically in data analysis, monitoring and evaluation, GIS, or a related field.
  3. Proven expertise in coding XLSForms and managing ODK-based platforms (such as ODK Central, KoboToolbox, or Ona).
  4. Advanced proficiency in both spoken and written French and English. 
  5. Proven experience in implementing and supporting field-based M&E activities for large-scale projects. 


Desired Qualifications & Skills 

  1. Experience working in emergency or conflict-affected contexts. 
  2. Experience with ArcGIS.
  3. Familiarity with monitoring food security; shelter and settlement, cash assistance, WASH, Livelihood, protection and other relevant sectors’ programs. 
  4. United States Government (USG) M&E Standards: Familiarity with the monitoring and evaluation standards and practices of USG agencies. 



Location and Nationality Requirement

This is a national position based in our project office in Ouagadougou. The successful candidate must be willing and able to travel to project implementation areas across the country as required.
