Background  

SoCha is currently bidding to the UK Foreign, Commonwealth & Development Office (FCDO) to deliver the Verification and Technical Assurance Programme-Ukraine (VERITAS-UKR). This flagship programme will provide demand-led independent third-party monitoring (TPM) and portfolio-level evidence services across FCDO’s Official Development Assistance (ODA) portfolio in Ukraine. The programme will also pilot an innovative Civil Society Organization (CSO)-led monitoring model, designed to strengthen accountability and ensure aid is responsive to the needs of Ukrainians.

As part of our proposed team, SoCha is recruiting a Field Coordinator. Reporting to the TPM Team Leader, this role will ensure the effective and efficient planning, routing, logistics, and on-the-ground troubleshooting of TPM field missions. The Field Coordinator will play a key role in ensuring smooth delivery of in-person monitoring, minimizing delays, ensuring staff and resource safety, and maximizing coverage.

This position is contingent on contract award and is expected to commence on or around 30 November 2025.

Scope of Work

1. Coordinate detailed field planning for TPM assignments, including scheduling, travel routes, mapping, risk assessments, and logistics (transport, accommodation, permissions).
2. Liaise with TPM Team Leader and the Field Monitors to generate optimal route plans, cluster visits, travel time estimations, and cost-efficient itineraries.
3. Anticipate and troubleshoot field challenges (access issues, road / security disruptions, infrastructure damage, seasonal/weather constraints) and propose adjustments or alternative arrangements.
4. Ensure field monitors have all required tools, documentation, background material, and access permissions prior to deployment.
5. Serve as focal point for real-time operational support during field missions: communication, coordination, problem-solving, and escalation of field risks.
6. Monitor execution of field missions: check on time adherence, adherence to safety/security protocols, monitor resource use, collect field staff feedback, and track incidents.
7. Support the mapping of partner / site locations and maintain up-to-date geographic data for all TPM sites; ensure accurate geospatial information for planning and reporting.
8. Collaborate with Data Quality / QA systems to ensure field data collection tools are functioning properly, and field staff understand protocols; raise issues in quality if detected in field.
9. Coordinate with Security & Government Relations Officer to ensure risk/duty of care standards are being followed during field travel and field stays.
10. Prepare periodic operational reports that include lessons learned, delays encountered, cost/time variances, and recommendations for improvements in route planning or field operations.

Minimum Qualifications and Experience

1. Education: Bachelor’s degree or higher in logistics, geography, international development, Monitoring and Evaluation, or related field.
2. Experience: Demonstrated experience managing field operations/logistics/planning in TPM, MEL, humanitarian, or development settings, preferably in Ukraine or similar fragile/conflict-affected contexts.
3. Demonstrated ability in route planning, geography / mapping (GIS familiar is a plus), travel logistics, estimating times/costs, and handling field disruptions.
4. Strong coordination and communication skills; experience solving operational problems in field settings.
5. Familiarity with security / access constraints, ability to manage risk and ensure duty of care for field staff.
6. Ability to work under pressure, adapt plans quickly, respond to changing field conditions, and demonstrate flexibility.
7. Fluency in Ukrainian (required); strong professional proficiency in English (writing & speaking).
8. Good technological competency: GPS tools, mapping, data collection apps, mobile communication tools.
