Background
SoCha is preparing a proposal in response to a SIDA solicitation to provide independent third-party verification and contextual analysis of SIDA-funded interventions in Syria. To support this effort, SoCha is recruiting consultants to carry out the required monitoring and analysis tasks.
Selection is contingent upon SoCha’s successful award of the contract.
Period of Performance
The contract is expected to begin in June 2025 and will have an initial duration of two years, with the possibility of extension.
Scope of Work
- Conduct third party monitoring (TPM) of SIDA-funded humanitarian and resilience aid projects in Syria, Lebanon, Jordan, and Turkey.
- Verify project activities, assess implementation quality, and provide contextual insights.
- Lead in-person site visits inside Syria where feasible, in compliance with security protocols.
- Provide ad-hoc contextual and political analysis related to the Syria crisis.·Produce high-quality written reports and deliver oral briefings for the donor.
- Participate in designing methodologies, managing risk, and quality assurance processes for TPM assignments.
Minimum Qualifications and Experience:
- Master’s degree or equivalent in a relevant field (e.g., development studies, political science, international relations, M&E).
- Minimum 7 years of experience in development cooperation, monitoring and evaluation, or working within the Syria response.
- A documented track record of leading the delivery of third-party monitoring services in Syria.
- A strong theoretical and practical background in monitoring, evaluation and learning.
- A track record of relevant analytical publications on the Syria crisis or on development/humanitarian aid in general.
- Relevant experience working in the Syria response at a donor government, UN Agency, International NGO, or local civil society.
- Very good proficiency in English. (Can establish and maintain successful social communication. Can discuss professional matters fluently, accurately and appropriately. Language will very rarely be a hindrance to a successful performance of tasks).
- Must have good Arabic skills (Can initiate and take part in ordinary social conversation. Can discuss professional matters, but not always accurately or fluently. This level is minimum for a satisfactory performance of professional tasks).
