Data quality assessment of selected USAID-supported activities

Background:

SoCha, LLC is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment USAID’s Sahel Regional Office (SRO) performance management of activities within its portfolio. Over a period of five years (2023-2027), MRCS will provide this technical assistance to the Sahel Regional Technical Office (SRTO), Sahel Regional Program Office (SRPO), the Niger Mission, the Burkina Faso Country Office, the Bureau for Humanitarian Assistance (BHA) Resilience Food Security Activities (RFSAs) in Niger and Burkina Faso, as well as limited support to other SRO-supported countries.

Scope of Work:

MRCS, implemented by SoCha LLC, is seeking a short-term Monitoring, evaluation, and Learning (MEL) expert to support the implementation of a data quality assessment for USAID/ West Africa Trade and Investment Hub in Cabo Verde.

The selected DQA consultant will conduct a desk review of Trade Hub background documents, collect primary data from the Trade Hub grantees, complete a DQA checklist for each assessed indicator, provide technical input to help Trade Hub and grantees understand the strengths and weaknesses of their data and support the translation of meetings with stakeholders in Cabo Verde into Portuguese/French or Portuguese/English.

The consultant will also provide suggestions and recommendations for improving Trade Hub and grantees’ data management and quality control system, as well as recommendations for improving the monitoring and evaluation system. The consultant will be hired by SoCha and will report directly to the DQA team leader designated by the MRCS.

The DQA implementation process in Cabo Verde is scheduled for the third week of October 2023 for seven working days.

Responsibilities:

  1. Participate in the desk review and data collection development.

  2. Identify potential data quality problems and their severity.

  3. Identify data management and reporting issues.

  4. Facilitate meetings and discussions with the stakeholders involved in the Trade Hub data management.

  5. Conduct the Portuguese/French translation of discussions and meetings.

  6. Analyze the collected information and draft the DQA checklists.

  7. Develop a concise note outlining the key DQA findings and recommendations.

  8. The consultants will be hired by SoCha and will report directly to the DQA team leader appointed by the MRCS.
