Data quality assessment of selected USAID-supported activities

Background:
SoCha, LLC is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment USAID’s Sahel Regional Office (SRO) performance management of activities within its portfolio. Over a period of five years (2023-2027), MRCS will provide this technical assistance to the Sahel Regional Technical Office (SRTO), Sahel Regional Program Office (SRPO), the Niger Mission, the Burkina Faso Country Office, the Bureau for Humanitarian Assistance (BHA) Resilience Food Security Activities (RFSAs) in Niger and Burkina Faso, as well as limited support to other SRO-supported countries.
Scope of Work:
MRCS, implemented by SoCha LLC, is seeking a short-term Monitoring, evaluation, and Learning (MEL) expert to support the implementation of a data quality assessment for USAID/ West Africa Trade and Investment Hub in Cabo Verde.
The selected DQA consultant will conduct a desk review of Trade Hub background documents, collect primary data from the Trade Hub grantees, complete a DQA checklist for each assessed indicator, provide technical input to help Trade Hub and grantees understand the strengths and weaknesses of their data and support the translation of meetings with stakeholders in Cabo Verde into Portuguese/French or Portuguese/English.
The consultant will also provide suggestions and recommendations for improving Trade Hub and grantees’ data management and quality control system, as well as recommendations for improving the monitoring and evaluation system. The consultant will be hired by SoCha and will report directly to the DQA team leader designated by the MRCS.
The DQA implementation process in Cabo Verde is scheduled for the third week of October 2023 for seven working days.
Responsibilities:

Participate in the desk review and data collection development.

Identify potential data quality problems and their severity.

Identify data management and reporting issues.
-
Facilitate meetings and discussions with the stakeholders involved in the Trade Hub data management.

Conduct the Portuguese/French translation of discussions and meetings.

Analyze the collected information and draft the DQA checklists.

Develop a concise note outlining the key DQA findings and recommendations.

The consultants will be hired by SoCha and will report directly to the DQA team leader appointed by the MRCS.
Minimum qualifications and experience:

Master’s or bachelor’s degree required in agronomy, economy, sociology, health, finance, management, or international development.

At least 7 years of expertise working in monitoring, evaluation, and Learning (MEL)

At least 5 years of specific experience with USAID MEL standards and procedures.

Significant experience in data quality assurance.

Strong analytical skills with the ability to collect, organize, and analyze large amounts of information with attention to detail.

Experience conducting quantitative and qualitative research in development and humanitarian contexts.

Proven experience in the enterprise landscape in Cabo Verde

Experienced Cabo Verdeans citizen and resident ‘MEL Experts’ are encouraged to apply”

Fluent in Portuguese and French or English
Location:
The DQA will be implemented in Cabo Verde with interviews conducted both in-person and remotely.
Deliverables:

Information report on the progress of the DQA in the field

Report presenting key DQA findings and recommendations, including completed DQA checklists for assessed indicators

A final DQA report taking into account USAID’s comments and observations no later than days after receipt of USAID’s comments.
LOE and Period of Performance:
The DQA activities will be carried out from October 16 to 30, 2023. The level of effort is seven (07) days maximum.
